The main purpose of creation is the practice of laravel or Django.

Come up with a Laravel project that will be of interest not only to you, and put its development in the public domain. Then you have a chance that someone will be interested in participating in it, and you will be able to discuss not the area in a vacuum, but this particular project.
However, to be a realist, it is worth recognizing that you still need to look for this someone yourself.

If on Laravel and in VK - yes, of course, create a conversation, I will also be interested. Sharing quick tips without censorship - sometimes this is sorely lacking. Some questions are not worth posting. Also, during the break between the project, I think it will be interesting to answer or ask around (at least for me). So look in my contacts for a link to VK and let's go.
And as a thesis - do something very useful on laravel. Anything - an interactive timetable for the university, a system for registering the submission of documents by applicants, an accounting system with a bunch of tables, a personal account of a student and a teacher with a bunch of functionality, and finally a LMS system. So that the teacher can create courses, set homework, and students can fill them in and then receive grades.

It is worth considering that not everyone will share your enthusiasm and it may disappear, as part of your time and energy will be spent on supporting your community.
People will have no obligations to you, so in reality everyone will score.
Of course, you can try, but the goal will be rather :
- Communication
- Great pastime
- Exchange of experience (small but still)
- New acquaintances live, in practice - live communication can give more energy and enthusiasm.
