Is it possible to somehow get rid of the constant reject 4.3 SPAM?

Since the age of 17, he has been publishing stickers for iMessage (Sticker pack app) in the AppStore. At the end of 2018, WhatsApp announced stickers for its messenger, posting templates for iOS and Android. One of the first who tried to post his stickers based on their template, but got rejected 4.3 Spam. After that, all my stickers for iMessage also began to be rejected, and it was also impossible to update the old ones. In the text for the rejection, I was asked to make one container application that would include all my stickers.
At the beginning of 19, I published this container app. Review was successful.
And here comes the fun part. My updates to this container app kept getting canceled - 4.3 Spam prompting to create a container. When indicating in the Problem Resolution Center that this is a container and there are within two days, they went through a review.
In parallel with this, I posted three simple applications that had nothing to do with stickers or iMessage. All three immediately received 4.3 Spam, all with the same proposal for a container application. It seems that the team review does not even look at the applications, but immediately sends them to spam. As usual, after the letter in the Resolution Center, 2 out of 3 applications passed the test.
But with 3 more interesting. I received the following email

“To help us proceed with the review of your app, please provide documentation demonstrating >ownership of the business. Please be sure to include dates, rights holders' names, you/your >company's name, and relevant signatures. Acceptable documentation includes a copy of ownership >between you (the provider) and with the copyright holder (the seller), detailing your affiliation with the >business.”

My developer account is for an individual, a simple application with nature sounds, including IAP, not related to any business.
And the question is whether this is a mistake, or I do not understand what they want from me?

the account fell under spam due to factors, now they require docks,
you can make an agreement to make a developer with a publisher and send it, English is desirable

The letter focuses on copyright . Possibly an audio question. You confirm that you are not violating any copyrights and that's it. You can attach a link where the author has licensed his work under MIT and any other correct license.
4.3 rejections are always pain and despair. There is no clear solution. ( There are vague ones ) There is an assumption that Apple itself does not know why it rejects, therefore it uses a loophole with 4.3.

In my experience, they do flag developers who were once caught violating 4.3. Moreover, it seems that only a small part of their employees is able to pay attention to this violation without a corresponding mark in "your file". In 2019, they started blocking again, already demanding that I generally combine all the tests into one application. Everything would be fine, but I have 4 competitors who still quietly release and update one test for each category. It's been almost a full three years, of course I've been writing to all those Developer Relations guys, leaving notes in the Review Notes, replies in the Resolution Center - they don't care. Apparently, no one has yet marked competitors as "spammer", and therefore no one touches them. And I have a note and a kapets :)
In my case, in 2017 they started blocking applications and demanded that they be consolidated. I'm doing EDD tests for England and I had several applications for each category. In 2017, after I started to be active on their forums, I was finally contacted by their representative from the Developer Relations team, who gave a two-month delay and agreed that we would leave one application for each category of vehicles.
For those who are interested, I have detailed my story here. And in the second part , I wrote out chronologically all the cases when I wrote to specific people at Apple with a request to apply the same rules to competitors that they apply to me.
