Can I select stores when publishing to the App Store?

There are plans to buy a developer account. There was a question about the publication. Is it possible to publish an application in foreign stores from a Russian account, or do I need to buy another license for this?

One license for all stores. Moreover, for each application you can separately choose for which country accounts it will be available, and for which not.
