Paid Applications Contract in iTunes connect - Status Processing for over a month now. How to complete the setup?

in iTunes connect - Agreements, Taxes, and Banking, I have completed all the items, but my Paid Applications contract does not go over to Contracts In Effect. It's been in progress for over a month now.
