For any application, you have 50 promo codes, plus the same amount you get after each update. You can get them on the application page in itunesconnect.

Moreover, there are promotional codes for both paid and free applications. Because you can always make free paid and vice versa.

This is how promo codes work.
Only one BUT: if a person received the application for free using a promo code, then he cannot leave reviews in the App Store.
50 codes are given for each version of the application, as described above.
