Which account to choose in apple developers for push notifications to work?

Greetings.
Please tell me which tariff plan to choose in apple developers so that push notifications work in the application? Can I choose for 99 or do I have to choose for 299 dollars? What is the difference between them, limitations, opportunities, etc.? The application will be used only by employees of the company, i.e. it is for internal purposes.

For 99 - an account that allows you to publish in the appstore, ordinary users can install the application ONLY through the appstore, or you will be able to install the application on 100 test devices (in total for the entire time), but for this you will need to perform a number of non-trivial actions (install testflight on the device, add the device id to the developer profile, recompile the certificate, recompile the application with a new certificate)
For 299 - not allows you to publish to the appstore, but allows you to install applications through a direct link to anyone without tedious procedures. There is a restriction in the agreement that the installation link must not be directly accessible.

Push will work both there and there. But for comfortable use within the company, you need a subscription for $299.
