Is it possible to pass an apple review in an application with mandatory authorization by login / password, without which the application does not allow access to the main functionality?
Registration is possible via a link on the web page, the link is in the application. The publication has already been canceled twice. I don't know the reason and how to fix it

Yes, you just need to specify the login / password access. The presence of authorization at the beginning is not a reason for rejection.
Also, when rejected, Apple write comments why they do not skip the application.
