There is a need to manage several routers located in different cities. Is there a program that will allow this to be done. It is desirable that it be possible to issue commands to ssh port 23. Let's reboot the routers at the same time.

Connect routers to the same VPN network.
And then manage them at the addresses issued by the VPN...
Whether routers can be controlled via ssh depends on the functionality of their firmware. "Home" routers usually do not know how.

If the routers support ssh, it's easy, but they either have to be in a VPN, or have white IPs and be protected from connecting any smart people to them. Or a web face to have the same thing, at least minimal protection.
Mikrotiki and tsiska are managed remarkably. Zukhela - worse. The Dishman threshing floor is practically uncontrollable - it is done for an undemanding user.
