Unstable ping, w10 or ISP?

I recently reinstalled Windows (w10 pro license) everything seemed to be in order until I went into the game (CS: GO) and it’s just a miracle, everything lags and the ping jumps from 120 to 220, and constantly, my standard ping is 120- 140 is stable. After tormenting for about 20 minutes, I went out and started digging ..
In w10 I turned off everything, the defender, the brandman, the update, the distribution of updates, well, everything is in the privacy settings. In general, the ping leveled out a little, it became about 140 and jumps up to 180. The ping jumps constantly, as if it were loading, but the system does not load anything.

Up to ua.ru jumps 100,110,140,180 there are no losses.
What can be done, how to understand what the problem is, provider or Windows all the same?
And yes, the router is tp-link, the PC is connected via lan, there were no problems before reinstalling windows, there were jumps but no more than 5-10ms, and even then not often.

Try using msconfig to boot your computer into safe mode. If possible, connect the cable that comes from the provider directly to the PC (you can also try another one) and check.
