Is it possible to save/download traffic/Internet (MB) to the phone and use it whenever you want?

I have long wanted to know if it is possible to somehow download or save megabytes of home Internet to my phone and use it whenever and wherever you want. Perhaps there are some applications for this?

Yes, but it’s better to immediately download the entire Internet to a USB flash drive and not worry.
It even fits into a 16 gig with Google.

Purely theoretically - you can save specific web pages. And then watch them on your phone. BUT - they will be exactly with the content that will be there at the time of saving. What is purely practical with the modern web is useless.

It is impossible . Why? You need to understand what kind of beast "Internet" is and how you get access to it. I would start with the basics.
1) Internet access is provided by the "provider" (we unfasten $$$ for him and select the desired "tariff plan" from him). The "provider" spreads the network (both wired and wireless Wi-Fi) around the house. When you turn on your computer or phone at home and surf the Internet, the computer and phone connect to the "provider's" equipment. A rule has been created in the "provider's" equipment, which says that DeieRVlaD can surf the Internet at a speed of such and such and no more, or with great speed, but can download no more than 1 gigabyte.
When you leave the house and go to visit your grandmother, you connect to the Internet using a "mobile provider". He has his equipment scattered around the country / city / village and you pay for the Internet with him already according to a different "tariff plan".
Since the "Provider" and "Mobile Provider" are two different organizations, they do not want to transfer the rest of the Gigs from one tariff plan to another (competition).
2) The Internet is many, many things (PC, TV, etc.) connected together (using wires, Wi-Fi, etc.). To explain more intelligibly that it cannot be pumped out, imagine that the Internet is a river. You approach the river on the left side, there is a fence with the word "Provider", and on the right - "Mobile provider". You approach the "Provider" and ask him to let him draw water, and he tells you, okay, BUT according to your "tariff plan" you can only use a teaspoon and as much as you like or, for example, 1 liter of anything. When you come to the right side, "Mobile provider" say scoop whatever you want, but only no more than 1 liter. I repeat, since the "Provider" and "Mobile Provider" are two different organizations, they do not want to transfer the remaining LITERS from one tariff plan to another (competition).
3) The answer to your question - is it possible to download water and drink from the right side of the river, go to the left and try to collect and drink already drunk water? NO!!!!!!!!!!!!!!!

If by megabytes of the home Internet you mean the sites that you look at, mail, or the same vkontakte - use wget. While at home (there is a network) - he shakes everything (makes a mirror). And watch when you need to. What is no longer interesting is thrown onto an external drive (archive).
