Is it possible to optimize the Windows 10 interface for a resolution of 1366x768?

Notebook Toshiba Tecra R940. It has integrated Intel HD4000 graphics. The screen resolution is 1366x768. The whole problem is that the interface elements of the OS itself look "big". Icons in the tray, on the buttons, on the taskbar, even the cross on the window closes and then shirshavy. The problem is not relevant for the Windows 7 native laptop and a slightly more modern Windows 8. With the release of update 1909, the laptop began to work extremely quietly and stably, but the ladder on the icons is so nasty, even poke out your eyes. I mean that the interface is sharpened for FullHD + resolution, but I threw RAM and SSD into the laptop and I see no reason to buy a more modern trough.
