Is it possible to make the simplest video surveillance from several web cameras?

I know this is a bit of a weird question, but still...
1. There are half a dozen webcams dug out of dead laptops. In principle, these are ordinary USB cameras.
2. There is a need for simple video surveillance.
3. There is almost no money for this business, because. rural school and all that (the budget for IT asymptotically tends to zero).
Assembling whole computers for this business is somehow not camille at all (although it is also an option if there is free software that can write video from several cameras at once). Are there video recorders in nature that can write from usb cameras?
PS. I know about cloud services. But... Firstly, free tariffs do not store video (let me remind you, var int bujet = 0), and secondly, the Internet channel is far from rubber and during peak hours (when the whole school is sitting in an electronic journal, but on computer science learn to google) without video traffic, it moves a little.

Well, first of all, it's real. See which of these cameras work under Linux. Find a working piece of iron, hoist a line on it with which you know how to work and away we go. Further complexity.
And ready-made DVRs either write from an analogue, or from the network.
