You can make money, but if you are not a marketing genius, then most likely your earnings will not even be enough for food and electricity, since the freelance industry is overflowing with beginners with little experience who can take on the simplest jobs.
To earn you need to know more than HTML and CSS. I can recommend getting a regular job where there is free time, for example, a night watchman, or something like that. And to do that to complete my studies using free sources of information.
