Demand and competition in Data Science in the CIS, as opposed to Europe/USA?

In the US, there are 600-1500 job seekers per job. In Europe, according to statistics, 20 phd and another 80 masters compete for one job.
And what is the situation with this in the CIS? Is there an unspoken rule to only hire a minimum of PhDs? How many applicants for one position? How many of the applicants have the necessary qualifications for this job, and not just took a two-week python course? How much do beginners, average, experienced specialists get paid?
