Is it possible to make a docker container (Windows os) to organize an Internet class?

Tell me please.

- We set the task to make using windows containers (if I understood correctly, these are docker containers) virtual machines for organizing an Internet class. (since they consume less resources compared to ordinary virtual machines)
That is, there are terminals that would be loaded over the network, connecting to virtual machines (containers) located on the server by MAC address. And the terminal user, at the same time, would see the desktop of the container itself and could use it as a normal PC.

I read all the articles on habr . Lots of articles online. Now I'm trying to understand the official docker documentation.
But so far there is no understanding of what things can be done with the help of docker?

docker for another. You can create a virtual machine. If portability is needed.
