Is it possible to legally work through freelancing, doing just one tax return?

Good time.
The crux of the issue is in the title. I don’t want to register an individual entrepreneur, but I know that when fulfilling orders, physical. persons, it is enough to submit an income declaration once a year, and the problem is solved (with legal entities - again, there is no contract and an individual can be indicated in the source). And fl.ru seems to be doing the same with their secure deal.
Do you think this option will work? Maybe someone has a similar experience?

I won’t say for sure, you need to consult with lawyers, but I read on one of the forums that if your annual income from entrepreneurial activity is not more than 12 minimum wages, there is nothing to register an IP for, i.e. up to this threshold, it is possible to engage in entrepreneurial activity legally, even without an individual entrepreneur / legal entity. Submit a 3-NDFL declaration once a year and sleep peacefully.
And now purely from common sense. The bank manually conducts transactions of individuals for amounts over 600 tr. At what these operations fall into the field of view of finmonitorin.
For entrepreneurial activity without registration, a fine of up to 2 tr. ( link to the Code of Administrative Offenses of the Russian Federation). Plus, the Federal Tax Service can still solder arrears and penalties on the money that they consider income. OSNO inspectors will count, and this is income tax (20%), VAT (18%) and personal income tax (13%) at least ... In general, a lot ...
What kind of money can they consider income? Yes, basically whatever they want. If you can prove the opposite in court, for example, that you received a repayment of a debt from someone or sold a car in installments, then the amount will be reduced.
Now let's just count the money. Let you earn on fl.ru 30 tr. per month. For a year - 360 tr. The maximum amount of taxes that the Federal Tax Service can collect from you (51% =) is 183.6 tr. + 2 tr. fine. The approximate income of the supermarket is 20 million per month (the figure for Magnit, don’t ask how I know). Dig and there and there about the same. What do you think, who will they shake and where will they be able to fuck more?
In general, I want to say that you need to have a sense of proportion. While you are somewhere below (up to 1 million per year) - you don’t care about anyone’s interests, there’s nothing special to take from you, so you don’t have to worry much about your registration. After this threshold - most likely you will already need employees, borrowed money, etc., so I think it's worth registering.
To the question of what to arrange. Personally, I myself now own OOO'shkoy. Before that, there was an individual entrepreneur - unlimited liability strained. If you have nothing - feel free to issue an IP. If you have something to lose (a car, for example) - LLC is better.

Such activity would be illegal. The definition of entrepreneurial activity is given in Art. 2 clause 1 of the Civil Code of the Russian Federation:
The law does not separate in your case the consumers of your service according to the type of participants in the relationship. In essence, your participation in the freelance exchange is your automatic recognition of your intention to carry out entrepreneurial activities in order to make a profit with an unlimited (indefinite) circle of persons on the basis of a public offer and an agency (? I don’t know what is now on fl.ru) agreement.

TL;DR - Simple risk management: there is always a risk, its probability is determined by your income, well-wishers, tax agents and other participants in the relationship in which you are involved in "freelancing".
