How to find a developer for a website? are there any secrets?

Good afternoon,
hoping for advice from experts - site developers.
Are there other resources besides FL where you can find website builders? preferably from St. Petersburg?
With FL - I understand that I need to wash a bunch of sand in order to find nuggets. Until we succeeded, the experience was several times and very sad, but time goes on and on...
All you need is to develop three online stores (even prototypes are already ready), three landing pages and stay with us for further support.
Maybe there are some secret resources that allow you to find adequate partners for long-term cooperation?

The result - I handed over the site, upon delivery I guaranteed that everything would be ok and even promised to finish something, but in the end the site crashed. Bottom line: I got the money, took out my brains for three months, and after receiving the money decided to take revenge on us, so nasty ... As a result, we go to the police and do not recommend this brilliant (exclusively in his opinion) developer to anyone. Yes, and his hands are crooked - "it's impossible to do" - was his second expression after "this is not according to the TK." Be vigilant!!!
