Is it possible to create a simple iPhone app?

Dear friends!
I want to create a simple program for the clients of the organization, which in fact will have only 2 functions: Call (to the manager or a drop-down list of contacts of the organization) and email (also to the manager or a drop-down list).
I am interested in the following questions:
1. How much can the development of such an application cost?
2. Will Apple let it in the App Store?
3. What pitfalls can there be so as not to become a sucker?

The price will depend on the specialist, you can hire a student and pay him 200 usd (or maybe less), or you can hire some advanced dude and pay him, for example, 500 usd (roughly speaking, 10-15 hours of work will end up , well, there: talk with you, understand what you specifically need, do everything quickly in 2-4 hours, then make your corrections and wishes, then upload them).
There probably won’t be any difference, you have a primitive application, but a cool specialist, maybe he will tell you something useful in principle, or persuade you to make another application, a little cooler :) )
You need a cross-platform application, because. Your task is simple, you do not need to hire 2 specialists.
The cheapest cross-platform option is PhoneGap and friends.

If I'm not mistaken, iOS has a feature to save a link to a page as an app on the desktop. Can you jump in this direction? Open a mobile page and tell your customers what to do.

If you need a cross-platform application, then I would choose react-native.
And the data for the drop-down list will be stored directly in the application or on the server? And if on the server, then the server is ready?
