In general, there is a Palit GT 1030, I want to change its cooler, but the problem is that it has only a 2pin fan connector, and my cooler has a 4 pin connector. Nothing will happen if I buy a 4 pin to 2 pin adapter and connect this cooler to the card?

In any case, the above does not apply to your case. When there are 2 pins on the card, the card does not try to determine the rotation speed - there is no measuring pin on the card itself. About the noise at maximum speed is also wrong. With two pins, if the card, in principle, wants to control the fan speed, it will stupidly regulate the supply voltage.
