Why amd video card in games and videos is loaded at 100%?

Good afternoon! Today I bought a new video card, motherboard, CPU and RAM. Everything works well, but as soon as you enter the game or start watching a video, the video card jumps, then 100%, then after a second it drops, then after a second again 100%, if you turn off the game, then it immediately loads 1-12%. The system itself: intel core i5 9400f msi amd radeon rx550 4gb video card, amd 8gb RAM max. purity 2666. Even in csgo 100%, even YouTube video 100%

Is the second monitor connected by any chance? Because of this, it happens that the card is overloaded.
