Is it possible to compress layout PSD width?

I got a layout, which, apparently, was drawn according to the bootstrap grid. but for some reason the container is just over 2100px wide. If you look at the layout at 50% magnification, it looks like a standard one at 100%. Perhaps a bug, is it possible to somehow reduce the width by just 2 times?

The layout is made on a retina display, in size 2x. Divide all sizes by two and type it like that. Or reduce the layout exactly twice in Photoshop.

This is not a mistake, just a designer tupanul.
Instead of drawing at normal size and stuffing retina graphics into smart objects, I made a double layout.
I would try to return the layout to the designer for processing.
