Is it possible to apply Eliyahu Goldratt's Theory of Constraints in development?

Are you familiar with Goldratt's Theory of Constraints? Have you used it in your projects? Are there any alternative theories that might be more effective?
Does it make sense to apply this theory to the developer in his projects, where he is the only one?

The entire third book is about applying his theory to development. And here is a recording of the seminar on the topic.
If you greatly simplify, then the whole theory is about bottlenecks. Their presence or absence has nothing to do with the number of people working on the project, and therefore, at first glance, there is a sense. But you need to monitor costs so that it does not turn out that the implementation and maintenance of this methodology eats up more than the necks with which it fights. In IT projects, which, as a rule, are unique and do not get on the assembly line, and even with a small number of participants, this is a very real prospect.
