What is the name of the position of an IT specialist engaged in consulting and quality control in the field of web development?
We had a restructuring in our company, as a result, a position appeared in which a person should do something like the following:
- advise project managers on scope, implementation feasibility and possible development timelines;
- participate in the development of project documentation within their competence;
- participate in the development of project implementation plans within their competence;
- search for contractors for the project, including assessing their capabilities, and the adequacy of the price / time / quality ratio;
- To control the quality and timing of the development process by the contractor;
- Accompany the project at the stage of implementation;
In general, there are job responsibilities, but there is no job title. Please tell me what to call it.

Every company is different. For someone it is a lead programmer, for someone it is a project manager, and for someone it is a technical director. It all depends on the size and functions of the company.
The technical director is, at least in terms of functions.
And in terms of skills, a skilled system administrator is suitable here, who did not sit around with the words "everything works for me", but worked on live projects.
> advise project managers on scope, implementation feasibility and possible development timeline;
But that's exactly what project managers themselves should do, that's what they are.
We have the deputy director of the development department doing this.
You can call it whatever you like)
This is a technical specialist, and there is no difference what you call him. Usually this is the Technical Director, or his personal subordinate (assistant, assistant, deputy), direct subordinate to the head of development. Perhaps even just a consultant without the responsibility assigned to him (personal consultant of the technical director). If you're using agile software development, look at roles. In SCRUM methodology, for example, according to the description, the role of such a person can be Scrum Master or Product Owner. The fact is that such a person should have his own duties and rights. You have listed the duties, but it is worth thinking about the rights. Let such a person bear full responsibility for the project (depending on competence). Have you thought about the need for this position? An unusual question, why even ask about it?
