Can a project manager be without a technical background?
Hello. I like the job of a project manager. I tried to work in a web studio developing websites and mobile applications, but due to the lack of technical experience, it was very difficult, I didn’t understand anything at all. I could organize it, control the deadlines, I worked with documents, but as for those issues - a complete zero ... Maybe someone has experience or just knows if a project manager can work in a studio without that experience and not go crazy with stress and thinking that he is the dumbest in the world?

Maybe. But not so completely zero .. At the level of an advanced customer, you must navigate the topic.
Depends on the specific location. If you have a strong feeling in your particular place that there is not enough understanding of what they want from you and what is happening around - either you need to make sure that they do not want this from you (send all these questions to someone else, organize work so that they are not was, etc.) or figure it out.
Or find a place where they will not want from you what you do not know / do not know how.
In large product companies with a well-established development process, you are more likely to isolate yourself from technical issues. The smaller the company, the more any individual will be required to understand related areas. Whether this is good or bad is a separate question.
Of course it can. If he is an acceptable leader, if he has the gift of persuasion, if he simply knows programmers not only by work. Otherwise, the risk is very high that the programmers will start to hang noodles on their ears in response to questions about deadline failures :) It will be enough for one to make sure that this is going to work - and that's it, put out the light, throw a grenade.
You need to navigate the topic at least at the level of "meine kleine pig ..."
