How do you level resources in redmine and set the order and schedule of tasks?

How do you level resources in redmine? So that the user is not assigned several tasks for the same time. Without this, it is not convenient to plan a project.
If for these purposes you use a separate project management software (MS Project, for example), then how to synchronize with redmine?
How do you link tasks in scheduling?
Those. there are 2 absolutely unrelated tasks, but one person does them. Therefore, if the time for the execution of the first task has shifted, then the beginning of the second should also shift.
Is it ok to use the built-in "next/prev" tool for this? Still, linking a task in redmine and their distribution according to the calendar are two different things.

Redmine has two options for prioritizing tasks: by importance and by start/end date. We did not succeed in using the first option very well, because when there are more than 1 urgent tasks, it is not clear which one to take. If you add the start date parameter, it will help sort them, but tasks can have their own order within one day, and then this option is not suitable.
For prioritization, we use our Redmine Agile plugin . It allows you to set the rank of tasks and sort them on the board by this parameter. We have a rule, the developer always takes tasks "from above". And in this way it will be clear who is doing what now and what will be done later and in what order. For example, here is a representation of swimlanes

I do it in MS Project. And redmine (in my case, Jira) serves only for time tracking and bug tracking. In a project, this can be done either by prescribing task priorities in units (1-500) or by manually planning with the help of successors-predecessors.
There is also execution control. The Gantt chart shows whether you are behind or ahead of the plan. In the same place, with your hands, you can reduce the subsequent tasks in time in order to catch up with the plan. Resp. daily-weekly control in the project will let you know which of the following tasks you need to simplify in order to catch up with the plan, or use other methods (for example, convince on homework or overtime).
But this only works if you have a project development and you have a specific sequence plan that is not violated. In the case when the developers themselves do the tasks in some order that is personally convenient for them, all this logic will not work. At least the pm will break his head in an attempt to control it.
