Individual permanent priorities for applications

Is there such a service in the system that allows you to set individual settings for each application?
For example: I want Skype to kill if it consumes 1 GB of memory. I want to set some applications a low priority, at the same time, so that it is given to them at startup without my participation (do not climb every time with your hands, do not change). On the contrary, I want to give someone a higher priority. Etc.

I won’t say anything about memory, but setting the priority for the application is quite simple: in the .desktop file, replace the launch command from “appname” to “ nice -n N appname”, where N is what you want.
