1. Many people use visual editors for this, such as Visual Composer , but I prefer the option with shortcodes . In fact, VC and other editors also do everything through shortcodes, they just add a wrapper in the form of a visual interface.
2. Everything depends on the logic of your implementation. You can fill in the content of the shortcode directly in the page editor or add your own post type and load it from there or use the Customizer or custom fields .
