I paid $99 for developer apple, but it shows the page again, what should I pay?

I want to get a developer certificate, I paid $99, but the payment page https://developer.apple.com/account has been glowing for me for 2 days now. Tell me what's the reason?

Can't load payment/transfer_plus.1/orderAction controller!
Most likely, the xml file was loaded, it either has an error or conflicts, and as a result, a new system/engine/controller.php is formed in the vqmod/vqcache/vq2-system_engine_controller.php cache with an error.
remove the xml file that messes up, then find a programmer who will make everything work.
Or if you fumble, then see what's in vqmod/vqcache/vq2-system_engine_controller.php on line 68 and, based on the error, edit xml there
