Registering "iOS Developer Program"?
This is the first time I've encountered this procedure, I'm not entirely sure that I'm doing everything right.
Goal: placing your applications in the App Store.
Available: Ukrainian, in the presence of a bank account (Visa Classic Internet) with the presence of $
How I did everything:
1. On the developer.apple.com website, I went through the registration procedure as an individual.
2. Select the desired product in the user center.
3. I got to the point where I filled in the account number, personal data (address, phone number), then they wrote to me:
We are processing your order and will send you an activation email when it's ready. Please note that it may take up to two (2) business days to process your order.
Developer Program Status - Enrollment Pending.

Write to them in support. It was like that for me too. Until I wrote to them 10 times, they did not send an activation letter.
I designed the program a month ago, also in Ukraine. The activation letter, as promised, was sent in 2 business days. Especially for this, I turned off the check of the CVV code on the card. This is also sometimes a problem. Because they can’t withdraw money from the card because of this check, and accordingly they don’t send an activation letter
How it was:
I registered an account with myself, first entered the login instead of the full name about habits, but after reading the rules (it was after registering the Apple ID, I changed the data to the correct ones) - INDICATED THE REAL DATA IMMEDIATELY (the story will make itself felt).
After registration, 3 days passed, I turned to the bank, where I found out that several attempts had been made to debit funds (in my case, it was exactly 2 attempts per day) and that the validity period of the card was incorrect.
After that, he wrote to the support to reject the application, due to incorrectly specified data.
I myself registered a new account in the hope that I would be lucky and the payment would go through immediately.
As a result, the request to reject the first registration was accepted, but the payment did not go through, after 4 days, nervously, he took and entered the correct data on the old account again, without waiting for the activation of the second account.
But unfortunately not a single activation quickly passed.
A week later, the payment for the first account went through, but there was a catch, the activation code sent to the soap was not accepted due to the fact that during the first registration, the full name did not match the payment data.
After contacting the support (the request was processed for 3 days), the account was activated, but with a caveat, if I decide to receive income, I must provide identity documents certified by a notary.
Tips
1. Enter real data at once, if it is not real, it is better to reject further registration and activation.
2. Even if the deadlines are very tight and there is a lot of pressure, do not register new accounts.
3. Due to the long responses of the support, do not bombard them with requests - they don’t answer very well (it seems that the robot answers there with a very long delay), and it’s hard to read the answers when they come in different orders.
4. CVV ( CVV2 - from me) the code was not requested and was not indicated anywhere, the funds were simply written off.
5. The bank told me several times that the payment details are correct and the payment is rejected by Apple for some reason they don’t understand (therefore, in this case, it’s better to check so as not to waste a lot of time).
6. I also heard that sometimes the payment did not go through when specifying a withdrawal limit of less than $ 99 or a small account balance where there were not enough funds for the commission.
And another such moment, less than $ 99 was debited from my card (for a few dollars along with the commission), I don’t know what a miracle, but it’s a fact.
Be careful and registration can take several days.
