Why doesn't the payment from Apple to the VTB24 card go through to the developer?

For many years I received royalties from my applications from Apple to a Payoneer card. Now they are dead for Russia.
Connected multicurrency VTB24.
Everything comes from Google according to these details, but Apple rejected the payment. Apparently because of the sanctions?
Is it useless to wait for a transfer from Apple on VTB24? If yes, what to replace?

xs with VTB24, the bank has always been the bottom. I use Tinkoff all the rules come, there are no questions, before the currency card came to the ruble at a pleasant rate. The bank does not ask questions.
