Error in Apple Developer App?

After filling out the residence address form, the error "Contact us for continue" pops up, then the support service requests a passport and resumes access to the account, then the account is blocked again after entering the address. What should be done with the account, maybe I need to change something somewhere or something like that? How else to enter this address? IS IT POSSIBLE TO CREATE THIS ACCOUNT ????
