How to register in the Apple Store in order to put your application on it?

Welcome all.
I was going to post an application in the Apple Store, a cat. should be distributed free of charge (not commercial), while studying Russian-language articles about the process of registering yourself and registering the application itself, the following questions arose, who faced, tell me:
1. I'm going to register as a developer, not as a company. What documents or confirmations will Apple need from me, etc. ?
2. During the registration process, before the app is released, you need to pay $99 and then pay $99 once a year in the same way. And if Apple categorically blocks the display of the application, can I take back this $ 99 or Apple will give it back?
3. If anyone owns all the intricacies of the developer's behavior when registering himself and applications, write back - what other pitfalls may arise.
4. $99 at the current exchange rate of the ruble - it’s ready, I’m already suggesting that I call my customers to pool money to pay for account support on the Apple Store so that it’s cheaper for them. If suddenly someone came across, tell me if there are any "aggregator" accounts in Apple (among Russian-speaking) developers through which you can upload an application with payment of your share for using a "public" account, in other words - an account, through which applications are laid out from different developers? If such an approach does not exist, then my question can be taken as an idea for implementation.
Thanks in advance for advice and recommendations.
Dmitry.

1. No documents, you link a bank card, this is enough to uniquely identify you.
2. You are buying a developer's license, not the right to publish the application in the AppStore. By the way, you cannot test native applications on devices without this license. I think right after buying a license you can request a refund, but as soon as you made an attempt to host the application, you used the service, in which case the money will most likely not be returned to you.
3. There is a rather non-trivial process of uploading an application, find relevant videos about this.
4. I don’t remember a specific service, but there are such, they work by subscription.
