Reject IAP 3.1.1 - how to fix?

New purchases (3) and subscriptions (3) did not pass the test, asks to correct flagged items and resend. The promotion in one purchase and one subscription is highlighted, I remove them altogether and nothing changes.

The notes say the following:

In order to approve your new in-app purchase business model, we have to verify the purchasability of the items being sold. Please upload a new binary and make sure that your new in-app purchase products are available for purchase at the time of review.

Is there any order for new inaps, i.e. First, the assembly must be sent for verification, and then inaps, or should it be done at the same time, or is this not the essence of the problem at all?
