Previously, you had to register in order to test on real devices. Now this is not needed, a free dev account is enough. So it makes sense to register and pay money when there is already something to pour into the AppStore.
1) You can, but only through Support, and they can send you just to register a new account
2) IP is Individual
3) If you are an IP, then the address of residence is enough, I don’t know how it is now, but before it was necessary that this address match the address credit card with which you will pay for the subscription.
