What is a single "container" app in iOS?

I have about 30 sticker packs in the AppStore. The last one was brought out a week ago, it was successfully published. Today he received the following message.

Hello,
We're writing to provide information about your app's review.
We found that your app does not comply with Guideline 4.3 of the App Store Review Guidelines, because your app provides the same feature set as many of the other apps you've submitted to the App Store; it simply varies in content or language.
You will need to combine apps with similar feature sets into a single "container" app, differentiating varied content within your app by categorizing elements into groups, using the in-app purchase API and location services to deliver content to users. Once you have done so, please reply to this message via Resolution Center indicating the app name and Apple ID of any "container" apps submitted under your Apple Developer Program account.
Transferring and submitting this app, or other associated apps, under a new or existing Apple Developer Program account is not acceptable. This type of behavior may lead to termination of your account. You must address the issue outlined above before creating a new account or transferring apps out of your account.
To ensure there are no interruption with the availability of your app(s) on the App Store, please respond to this message within one week. Failure to do so, may delay the review of future submissions and could result in the removal of your apps from the App Store.
Please reply to this message and provide the App Id of your container app.

It is quite logical that all sticker packs have the same functionality and differ only in content, and as I understand it, they want me to combine them into one application. But it is completely incomprehensible how to do this for sticker packs, for which you don’t need to write any code at all.
And how they represent the combination in one sticker pack - stickers of hearts, stickers for Halloween and stickers of poop (for example, he gave) is completely incomprehensible to me.
Has anyone had a showdown with Apple on the same claim? Help advice - what to do?
