How to work with PayPal in Ukraine?

You need to tie plastic to webmoney and a stick.
I still haven't figured out how to do it properly.
Please advise from personal experience.

I have Visa Internet from PrivatBank (a virtual card is issued free of charge in Privat24) - it is easy to connect, it works without problems.

You can easily pay unilaterally with Ukrainian cards. There is no way to receive money on the card, only to return the money.
You need a card with CVV2, you can even have something virtual, like the same Visa Virtual in a private bank.
You connect to paypal, make a check - 1.95 dollars are deducted from your account (they will be returned at the first purchase). Now you need a bank statement (well, or you look through Internet banking), looking for a payment something like PAYPAL * 1234. These four numbers are entered in the appropriate field on the paypal website.
Oh yeah, don't forget to ask your bank about the limit on card payments. Otherwise, there may be unnecessary surprises.

Webmoney -> PayPal
Cash out at any exchanger, get a card in any bank, officially put it on PayPal from a card

As far as I know, you can accept if you get a Payoneer card. I am quoting from a letter I received a couple of months ago from them:

As an active user of the Payoneer system, you have a unique opportunity to register for the US Payment Service!
This premium service allows non-U.S. residents to receive money transfers through The Automated Clearing House (ACH) in the US, an electronic transfer system from various corporations such as PayPal, Amazon, Skrill (Moneybookers) and many others, directly to Payoneer card!
