How to use DO hourly?

Here at DO in the price lists there is a cost per hour. How is this implemented in practice? That is, once a week I need to work out the script and upload the data to my database.
How is it done with DO so that you can do all your akhalai-mahalai on it and pay billing per hour, and not pay a monthly fee, although in fact there will be only two hours a month of real work?
