Why does the Internet not work when connected via OpenVPN from a home beeline provider?

I set up openVPN on a VPS from Digital Ocean according to a similar manual https://www.digitalocean.com/community/tutorials/o... . Everything worked, IP changed, Internet access was. But at some point, access was lost. And the problem is with the beeline provider. I tried to change the router and connect through neighboring networks (also beeline) - the same problem. OpenVPN connects but no internet access. However, when changing the provider to a mobile MTS, everything works, both from the phone and from the BB when connected via the modem mode on the phone. Can the provider block the use of OpenVPN, or could the blocking of the IP Digital Ocean RKN affect the correct operation of the VPN?

I'm guessing you can't have subnet junctions?
For example, a beeline has a gray network 10.*.*.*, when VPN is connected, does the same network begin to be routed through it?
