How to understand the performance of Intel core processors?

The question is this: there are 2 processors:
Intel Core i3-4340 3.6GHz 4Mb for 5550 rubles.
and
Intel Core i5-4570 3.2GHz (TB up to 3.6GHz) 6Mb for 7690 rubles.
Let's say the second one, even if it always works with active TB, and the frequencies will even out. What is the trick, why is it more expensive by as much as 2 thousand and what does the i5 decide? not two MB of cache ...
In general, for that matter, isn't it better to prefer an i5 to some i3 with 3.8 GHz, and it will still come out cheaper by 1 thousand?
I watched different tests, but I didn’t see exactly such a situation anywhere: they usually take the initial i3 and the initial i5, or also the middle level, or the top ... but no one compares the top i3 and low i5.
Purchase Purpose: I am building a more productive alternative to my laptop with i5 2430M 2.4 GHz, mainly graphics and programming. And somehow starting to build it with i3 seems a little strange to me.

@lAtrey

i5 has four physical cores, i3 has 4 virtual (2 physical).
The main difference is this. You can't deceive physics - 4 physical crystals are faster than two physical ones with some kind of logic that emulates the work of four.

I have lagged behind iron for a long time, but
i3 - two cores and 512/4096 cache
i5 - four cores and 1024/6144 cache
if compared, these are pentium 4 and celeron of the same frequencies.
rude but somehow

Comparison
Better to take: Intel Core i5 (OEM) + Noctua L9I (cooler)
