How to transfer the Internet through statics from one Mikrotik to another?

There is a Mikrotik RB2011iLS-IN with separate pools of IP addresses for each port, except for port 3, static is assigned there. You need to connect a second RB2011iLS-IN to it so that it receives the Internet. But, when I assign statics from a pool that is not distributed, I still cannot get Internet on Mikrotik. Although on the laptop this setting works.

An example of pools on the first Mikrotik:

4 порт - 192.168.11.10-192.168.11.250
5 порт - 192.168.12.10-192.168.12.250
