How to transfer files to vps server?

Good afternoon. In the course of work, it became necessary to send files to a remote server. After not long googling, it seems like you can do this with the pscp utility. But hell, when I try to open the installer it just disappears in a moment.
And besides, the sequence of the process is not entirely clear to me. For example, I want to transfer a file from windows 7 to ubunty. Do I need to use windows terminal or putty?
