Look at what search engines highlight and make a decision according to the logic of the current addressing.
Just before changing the current urls, always put a 301 redirect.

Yandex accurately analyzes and understands transliteration in URLs, because it even highlights it in the search results:

But I still think that the exact the occurrence of the request in the url is such an insignificant factor that it should be neglected for the sake of the user. And the option an.ua/search/prodazha/kvartira is more suitable for the user (if only because it is shorter and when inserted into any social networks there is less chance that the link will be cut off with ellipsis).
