To do this, you need managed switches. On switches, each port can be assigned a specific VLAN. Connect the PC to a specific port on the switch - the PC gets into the corresponding VLAN. This is the generally accepted way. In another way it is possible if a PC with Linux. As far as I know, Windows does not have full VLAN support out of the box.
