How to set up control and logging of user actions?

Windows 10, is it possible to somehow set up control and logging of users in shared folders, do you need to control who recorded, deleted, changed, etc.?
Or do you need to use Windows server + domain for this?

Always use the domain. Make backups, allocate space for file versions, transfer something completely critical to sharepoint, there are tools that simply do not allow deleting a document, or that do not allow an idiot to publish his vision without approval. All this costs money but it justifies itself.
