right - to manually resolve the access rights, ie. you install, after that you go to the directory of the installed application and in the properties, the security tab, remove the read and run rights for all users and add for the selected user
if we are talking only about icons, then either by means of the installer (often he asks for current user or all user the first question of the wizard) or manually move the icons from the all users folder to the user folder (in this case, when deleting and updating, also manually delete / re-move)
To open the icon folder in Explorer, you need to right-click on the start button, select from the menu either 'open' (custom menu) or 'open common menu'.
