Optimizing Drives in Windows 8.1

I decided to use the built-in Windows 8.1 "Disk Optimization" utility, analyzed the C: drive, the status showed (Fragmented: 33%), well, I did "optimization", then again "Analysis" (Fragmented: 14%), I remember earlier in Windows 7, if more than 10%, then it was considered not normal, but now I have 14% and it doesn’t get smaller after re-optimization, tell me, is this normal? Does everyone have it?

Those. Microsoft support said that it shouldn't be like this, maybe Windows 8.1 doesn't work correctly with my hard drive...

Win 8.1 64, I optimize every 3-4 days with a built-in utility, I don’t drive on optimization percentages and I don’t complain about the quality of optimization, Billy Gates knows better how much and how it should go, tried to optimize with third-party programs, but after the incident with TuneUp Utilities after which Windows said I won’t load, I realized what the truth is and no longer experiment with optimization. Its built-in is closer.

1. It depends on how much free space is on C: (at least 15%)
2. The regular defragmenter is complete shit when analyzing the file system, it selects files that (according to MS logic) affect the speed of the system.
3. Large files (>100MB) may not be optimized. There are two reasons - again, a lot of disk space is needed and their defragmentation is not always relevant (since the reading time is much longer than the disk head positioning time).
4. In general, not all fragmented files affect the actual speed of work.
Use O&O Defrag, PerfectDisk or my favorite Auslogics Disk Defrag Pro (you can just take BoostSpeed, how many axes you tortured to find out the best cleaner / optimizer without glitches and killing the registry)

I have already performed optimization, so the analysis is not available. But the new optimization takes 1-2 seconds, i.e. does not optimize anything.

For my taste, 14% is not normal, I will defragment it myself after about 4% (the rule is not for SSDs).
On the other hand, if the regular defragmenter says that it is necessary, then it is necessary.
