The best traffic shaping solution for Windows?

Good evening ! I want to ask advice from experienced people.
There is a local network for 30+ machines (win 10) + pptp connection with another office.
The network is organized in a building where modernization and replacement of network equipment is not profitable during the year.
Periodically, the network is overloaded, as a result of which ping grows, packet loss on all machines, despite the fact that modern unmanaged dlink switches are used, and zyxel, a mikrotik 2011 router.
The task is from the manual on limiting the speed of Lan and Wan on each machine, I am looking for modern and simple solutions that work locally on each PC, I plan to take away the administrator account from clients, transfer their accounts to local ones and implement a traffic shaper, are there any alternatives that do not require a server or firewall, like TI?, I tested NetLimiter, and TMeter, the speed is not cut under Win10.

Try nslookup to resolve the hostname to an IP address.

Or set bridge instead of NAT.

If the connection type is NAT, then every time the guest OS climbs into the network, then it climbs "under the guise" of the host OS.
You can read about the types of VirtualBox network adapters, for example, here .
So as written above, you need the "Network Bridge" adapter type. Or try to remove all proxy settings in the guest OS altogether (but not the fact that it will help).

Shaping put on Mikrotik, if the switches support management, then separate them by vlan.
It is advisable to set a proxy and let everyone through it, but on it, set the limits more finely on white sheets and on black sheets.
Ps what is meant by overload and how did you define it?
