How to set up an ATi graphics card?

Hello. I have been sitting with Nvidia all my life, I have not seen any problems - I installed the driver, rebooted, got an icon and a menu in the tray, set the resolution and go ahead. But the other day I bought myself an Asus Radeon HD 3650 and I can't find what I need. How are the "red" video cards configured? I installed a bunch of different versions of Catalyst, but none of them detected the video card in the manager and did not allow me to set the correct resolution. Please tell me what am I doing wrong?

Ps Windows 8.1 - brand new, clean, original image with MSDN, installed yesterday
