Most likely you have a site in UTF-8 encoding, and a file in windows-1251 (or vice versa).
I recommend using language files for developing modules - this will be the most correct choice, since you will have to change the encoding only in them, and not in all project files where there are Russian letters (and it is more convenient to translate)
