Probably your access settings are messed up.
1. Go to the admin panel
2. Open Content - Site Structure - Files and Folders
3. Click the Advanced button - Folder Options
4. Open the Access tab
5. Check that All groups for which the "Inherit" access level has the Read right is set. If not, install and save
